A proposed Central Lonsdale Business Improvement Area (CLBIA) is gearing up to boost economic growth and community spirit by bringing local businesses and property owners together.
Interest is building in Central Lonsdale, where business operators have joined forces to create a non-profit society with the goal of launching the CLBIA. This new partnership aims to unite property owners and businesses to strengthen the area’s commercial appeal and support a thriving, sustainable local economy.
Support for growth and placemaking
Business Improvement Areas (BIAs) are common across the province and help support economic growth in specific neighbourhoods. There are currently more than 60 BIAs in B.C., including the Lower Lonsdale BIA and the Ambleside Dundarave BIA on the North Shore.
This newly proposed CLBIA would cover Lonsdale Avenue from Keith Road to Highway 1, and from St. Georges Avenue to Chesterfield Avenue, with a focus on increasing foot traffic, strengthening the area's identity and promoting Central Lonsdale as a destination to visit, shop, dine and conduct business.
Programs may include streetscape improvements, public safety initiatives, community events and collaboration with local development agencies. A full list of the proposed initiatives is available at centrallonsdalebia.ca.
Governance and funding model
The CLBIA would be funded through a levy applied to commercial properties within the area. The proposed rate is $0.66 per $1,000 of assessed property value. For example, a property assessed at $1 million would contribute $660 annually. Based on this levy, the CLBIA expects to raise an annual operating budget of approximately $725,000 to support its programs and initiatives. The final rate will be subject to City Council approval and updated 2026 assessment values.

Get involved
CLBIA representatives are out in the community connecting with local businesses, sharing ideas and gathering input. A public meeting is set for Sept. 9, offering a chance to learn more about the proposal, ask questions and explore how it could benefit your business. All are welcome, but space is limited, reserve your spot online.
Community consultation will continue throughout the summer and into early fall as organizers gather feedback and answer questions. Once this engagement phase wraps up, City Council will review the proposal. If there’s enough support, the City will notify affected property owners. From there, Council could move ahead with adopting a BIA bylaw—unless a majority of property owners, representing both the number of properties and total assessed value, submit formal opposition within 30 days.
