Dear Editor:
On Jan. 14 I parked for one hour in the 1400-block of Clyde Avenue, West Vancouver. I was parked in a zone signposted as "two hour parking within 9 a.m.-6 p.m."
At approximately 1 p.m., I needed to return to the same block to pick something up and parked a total of 15 minutes. When I went back to my vehicle I had received a ticket of $45.
I went straight to the District of West Vancouver to ask why I would get a ticket when I was parked within the two hour limit.
I was told that you cannot park in the same block twice within a 24-hour time period. The last time I checked, parking within 9 a.m.-6 p.m. is only nine hours. I was parked for a total of one hour and fifteen minutes, well within the two-hour time limit!
I disputed the ticket the same day.
On Jan. 21 an employee of the District of West Vancouver phoned me to tell me that I still was going to have to pay the ticket since I did not have a "case."
I informed her that the sign does not clearly state "bylaw 4370 section 7.1.14" that you cannot park in the same block twice in one day and that I strongly feel I should not have to pay for the ticket. Her response: "We have so many signs already we cannot possibly produce more to include this bylaw."
Then why should I have to pay the ticket if the bylaw is not clearly stated?
It's obvious this system is flawed. For the sake of the business owners and their clients, I strongly feel that the District of West Vancouver has a responsibility to change all the signs stating the correct bylaw.
