Sell the hardware, not the cans

I read with interest your Aug. 3 story about the garbage containers for bears sold by the District of North Vancouver.

Instead of selling new garbage containers at a cost of $175 plus HST when most households have one already, why not simply sell the hardware required to secure a garbage container. From the picture in the paper, the system doesn't look that complicated.

The district could also create a pamphlet explaining how to secure the garbage containers. It would save the homeowner quite a lot, reduce the number of garbage cans (still perfectly good) tossed in the dump, and help solve the bear problem.

Looks to me like the district maybe wanted to make a few bucks on the backs of the bears.
