Dear Editor:
I am writing to express my disappointment at the recent news that the federal government plans to alter key language in the Federal Fisheries Act.
The proposed changes, replacing the prohibition on "harmful alteration, disruption or destruction of fish habitat" with a ban on causing adverse effects on fish of economic, cultural or ecological value, would severely hinder DFO's ability to enforce the act or protect fish.
Proving adverse effects on fish, and also showing that the fish have value would be exceedingly difficult since that would rely on subjective value judgements.
It is clear that this government favours rapid industrial development regardless of the environmental or social costs, and therefore it is also clear that the interpretation of the new language would be such that careful consideration of project impacts would be impossible.
This is only the latest in a series of actions by the current government which are short-sighted and contrary to the long term interests of Canadians.
