Property owners have the right to create revenue?

Where is that in the Canadian Charter of Rights and Freedoms?

If there was in fact such a right, then surely all zoning bylaws restricting business activity in residential neighbourhoods would be unconstitutional and all property owners should be permitted to do whatever they want with their property without any consideration for the impact on their neighbours. It's a ridiculous statement but then Coun. Buchanan is simply exercising her right as to freedom of expression - which includes the right to say something nonsensical.
