Buckle up. This Monday, City of North Vancouver council will be discussing speed limits, noise reduction strategies, and the redevelopment of one of the city’s old cinema buildings.
Council is set to vote on expanding the 30km /h speed limit zone on local streets around Ridgeway Elementary. If implemented, the speed limit would be dropped on East 12th to East 8th streets and on Moody and Ridgeway avenues.
The report to council says while speed data collected in recent years showed that driver speeds were generally below 50 km/h, feedback from parents, school children, and neighbourhood residents highlighted they still felt it was too fast, and made walking and crossing the street less comfortable. Don’t worry, it won’t impact your drive to work too much, according to the report, the speed limit reduction would only increase travel times up to 15 seconds for someone driving to the nearest arterial.
Council will also discuss a report recommending changes to the Noise Control Bylaw. Last September, council members asked staff to prepare the report to help find ways to minimize noise in the community, enforce noise-related infractions and to identify problem areas in the city.
Councillors will chat about strategies that could be implemented, including introducing noise monitoring sensors in parts of the city, assessing tonal noise of sound in any noise complaint, adding the words “talking and singing” to the bylaw to address the many complaints they receive about busking, and updating noise control signage at construction sites to make them clearer for residents, among other ideas.
To top it off, the old Cineplex theatre building at 200 West Esplanade is now up for redevelopment. Council will be considering an application to rezone the site to permit the development of a new nine-storey mixed-use building with commercial retail units at the ground level, above-grade parking on the second level, and 75 market rental units.

District of North Vancouver
The District of North Vancouver council is set to meet as a committee at 5 p.m. to discuss the 2021 budget as well as the district's strategy for adapting to sea level rise. At 7 p.m., they will reconvene to hear a delegation from the Royal Canadian Legion branch 114 (Lynn Valley) and to update their list of charitable and/or religious properties that are eligable for exemption from municipal property taxes.
District of West Vancouver
The District of West Vancouver does not have a general meeting scheduled this week.
