West Vancouver

Five years after the district shelled out $16 million to buy the site, council is mulling a proposal that would array 217 units among one eight-storey and two six-storey buildings on the 1.76-acre parcel.

The project includes 167 units offered at 70 per cent of market rent “for comparable new units in West Vancouver.” The remaining 50 units would be strata condominiums.

The project should make the municipality about $26 million, which a staff report termed a “reasonable return” on the district’s purchase price.

The district staff report also notes West Vancouver’s flat population growth and its 0.6 per cent vacancy rate, which is among the lowest in the region.

The project also includes a 3,000 square foot adult day centre providing a range of programs related mainly to health and social stimulation. The capital and operating cost of the centre would be covered by Vancouver Coastal Health.

Proceeding with the current plans could also mean spending as much as $100,000 on architects, traffic engineers, consultation, legal advice, etc.

Monday’s meeting is also set to include a delegation calling for a “meaningful bylaw” to protect trees on private property as well as a pitch from Park Royal North to allow a child care facility at the rear of the mall, west of The Bay.

District of North Vancouver

It’s a council workshop, where discussions are sometimes a prelude to decisions made at future council meetings.

Council is set to get an update on a pilot bike share program in co-operation with the City of North Vancouver. At present, district staff is leaning toward electric-assist bikes that riders could rent through a smartphone app and drop off within designated catchments.

Council is also set to get an overview of in-process capital projects, including Inter River’s single artificial turf field, the Lynn Creek community rec centre and the Spirit Trail/Hunter Street Bridge spanning Lynn Creek.
