City of North Vancouver council will be getting one last update from staff on the eve of a transportation infrastructure project that is expected to cause major congestion in the Capilano Mall/Hamilton area. Starting Feb. 18, the Mosquito Creek Bridge will be reduced to one lane in either direction while crews work to replace the crumbling 1952 span.
Council will also consider a proposal to grant permanent heritage protection to the 1911 Mount Crown Block at 109-115 East First St. in exchange for allowing the owner to convert two storage spaces fronting LoLo Lane into commercial storefronts.
And, after passing on four applications for cannabis stores in 2019, council will consider another four pot shop proposals: Lonsdale Cannabis at 1433 Lonsdale Ave., Cannabis Boutique at 1520 Lonsdale Ave., Herb Garden at 142 East Second St. and Quantum 1 Cannabis at 820 Marine Dr.
Staff are recommending that all four proposals be sent to a public hearing.
District of West Vancouver
West Vancouver council members will start the evening with two delegations, one from the cycling group HUB laying out their top priorities in West Van for safe bicycle infrastructure, and one from Baptist Housing regarding their future plans for the Inglewood Care Centre. The province announced Friday they had formed a partnership with Baptist to take over the long-term care facility.
Council will also debate and vote on a series of bylaws in keeping with their declaration of a climate emergency in 2019. The bylaws specifically accelerate the timing of their planned corporate emissions reductions and aim to reduce community emissions through changes to the official community plan and building bylaw.
District of North Vancouver
District council has scrubbed their regular 7 p.m. meeting and instead will convene at 5 p.m. to discuss the 2020 budget exclusively.
In past years, council has set a three per cent tax increase annually – two per cent for growth in operating cost and one per cent for replacing and repairing aging infrastructure.
