Man allegedly threatens multiple people with scissors in downtown Vancouver

A 36-year-old man faces charges in conjunction with an incident in downtown Vancouver that found him allegedly threatening strangers with a pair of scissors.

A Vancouver Police Department investigation has led to charges against a man who allegedly threatened multiple people in the downtown area. 

On Tuesday (Nov. 16) around 6:30 p.m., police say they were called by a resident who was walking his dog around Seymour Street when a man "began yelling and threatening him with a pair of scissors," explained VPD Cnst. Tania Visintin. 

“The victim was able to get to a place of safety and call for help.”

The suspect then walked into a community centre near Seymour and Helmcken streets and started threatening other people with scissors.

“Despite how frightening this experience was, the victims were able to call police immediately and ask for help,” adds Visintin. “Thankfully, our officers located and arrested the suspect...before anyone was seriously injured.”

Clifford Scott Kay, 36, has now been charged with one count of assault with a weapon.

Police say that Kay is also accused of assault in connection with an incident that occurred on Oct. 21 at the Pan Pacific Hotel. In that incident, a man was arrested after "he allegedly threatened to stab a stranger with a needle."

Kay remains in custody pending his next court appearance.
