The District of North Vancouver has a heady agenda for the new council to get through including a vote on whether to proceed with an affordable housing project on district-owned land in Delbrook.

Non-profit Catalyst Community Developments Society has applied to build 80 units and a seniors’ respite facility at 600 Queens Rd. – the parking lot of the former Delbrook rec centre. The 16 studios, 41 one-bedroom, 15 two-bedroom, and eight three-bedroom units would be rented out for $1,000 to $1,660 a month – about 20 per cent below the market average, according to Catalyst; however, the project is opposed by neighbours over its height and concerns about parking and traffic.

District staff are recommending council vote in favour of a new lounge at the Woods Spirit Co., a distillery at 1450 Rupert St. If approved, the lounge would have a capacity for 20 people.

And the new council will be asked if they hold the same view as the council of 2014 did when it voted to become an intervenor at the National Energy Board for the Trans Mountain expansion process, opposing the project on environmental grounds. A court challenge from the Tsleil-Waututh and Squamish nations overturned the original approval and the process has been restarted.

Council may also choose to designate Lynn Valley Road from Highway 1 to Mountain Highway and West First Street from the City of North Vancouver border to Garden Avenue as parts of TransLink’s Major Road Network. As part of the 10-year Mayors Council Vision, TransLink is increasing its funding towards rehabilitation, operations and maintenance. If council endorses the plan, it would mean an additional $198,000 for road work annually for the district from TransLink.

 

City of North Vancouver

The City of North Vancouver has one item of interest – a proposal to launch an e-bike sharing pilot project.

If approved by a majority on council, staff would seek out expressions of interest from third-party providers to operate under licence with the city. The motion also calls for the city to collaborate with the District of North Vancouver and the District of West Vancouver to integrate the system North Shore wide.

Council business has been slower to pick up in West Vancouver where, other than some housekeeping with bylaws, council is due only for a presentation from West Coast Environmental Law on the subject of “recovering climate costs.”
